The issue was related to my server configuration not having the proper amount of memory allocated to Apache/PHP. The server has enough memory and disk quota and the folder permissions a set correctly. Reduce image size by trial and error until you are able to upload it without any error. If WordPress cannot update your .htaccess file itself it will provide you with a link telling you how to do it.
